Technical Assistance

The McShin Foundation’s Technical Assistance (TA) Program is designed to support organizations, jurisdictions, and communities seeking to develop, expand, or strengthen recovery-oriented systems of care. Drawing on McShin’s decades of experience, the TA program provides structured guidance in recovery housing, Recovery Community Organizations (RCOs), residential recovery programs, jail-based recovery services, and workforce development through Recovery Coach Training.

Technical assistance is offered in tiered service levels to meet varying
organizational needs, capacity, and budgets.

Tier I: Foundational Technical Assistance

This tier focuses on education, consultation, and start-up guidance for new or early-stage organizations.

Services include:

  • Operating and opening recovery houses
  • Operating and opening Recovery Community Organizations (centers)
  • Overview of McShin’s 45-day structured residential curriculum
  • Best practices for peer-led recovery support
  • Introductory guidance on jail-based recovery programs
  • Policy, procedure, and compliance consultation

Delivery: Virtual consultation and document review

Cost: $2,500 – $5,000 per engagement

Tier II: Program Development and Implementation Support

This tier provides hands-on support for organizations actively launching or expanding services.

Services include:

  • Step-by-step guidance for recovery housing operations
  • Full support for launching an RCO or recovery center
  • Implementation of McShin’s 45-day residential curriculum
  • Jail-based recovery and reentry program development
  • Training of Trainers (ToT) for Recovery Coach Training
  • Development of fee-for-service residential recovery support programs, including women and children programs
  • Staff training and operational planning

Delivery: Virtual and on-site assistance

Cost: $10,000 – $25,000 depending on scope

Tier III: Comprehensive Systems-Building and Replication

This tier supports full replication or large-scale system development.

Services include:

  • Full implementation of recovery housing systems
  • Opening and operating Recovery Community Organizations
  • Jail-based recovery and reentry programs
  • Fee-for-service residential recovery support programs
  • Specialized women and children residential programs
  • Full implementation of the 45-day curriculum
  • Train-the-Trainer certification for Recovery Coach Training
  • Quality assurance and sustainability planning

Delivery: Multi-month on-site and virtual support

Cost: $30,000 – $75,000+ depending on scale
